The research aims to clarify the general framework around establishing special rules and provisions for the organization of outer space, immediately after the Soviet Union launched the satellite Sputnik 1 to outer space, all this in order that there is no legal vacuum resulting from the failure to keep pace with the rules of international law for application and access in outer space given Because the space environment differs from the terrestrial environment, and the space activities are characterized by increased risks and special nature.

Since public international law regulates relations between its units, it refused only to contribute to the creation of a special legal system that includes rules of a nature commensurate with the field and activities of outer space, and thus established a new law called International Space Law.
