Future intergroup conflict can be prevented if the international community continuously invests in the maintenance of peace and stability in societies at risk.

Root causes of potential conflict must be addressed during times of peace, and in the first instance through existing channels for humanitarian and economic assistance.

Instability and war can be prevented only if international efforts to advance human, national, regional and global security, and to strengthen the capacity of states for peaceful governance, are effectively coordinated with national and civil society actors in mutual efforts.

The UN must continue to provide guidance and motivation in this global effort.

Much rhetoric has emerged around the term "conflict prevention," and efforts have been undertaken by regional organizations and the UN to integrate prevention into their daily routines.

Unfortunately, thus far only little policy and action have backed up these well-meaning intentions, particularly in regions where well-resourced and supported organizations are lacking.

This article examines the challenges of intergroup conflict, the potential for and obstacles to effective preventive responses, and a series of urgent steps that need to be taken to promote feasible and effective preventive measures among international organizations and their member governments
