Despite the lack of interest in the constitutions preceding the 2014 constitution on the category of people with disabilities, the Supreme Constitutional Court did not abandon this category, but rather decided the principle of positive discrimination in their favor, whether with regard to work or social insurance, and recognized the state's responsibility to take care of them and provide them with a decent life on the basis of rules Social solidarity and the rules of necessity .However, with the promulgation of the 2014 constitution, it has taken a great interest in the rights of persons with disabilities, as it stipulated their rights in eleven articles that included all economic, social, political and entertainment fields, and made their representation for the first time in legislative and local councils.

Disability is a concern for their rights, especially since the percentage of dwarves in Egypt exceeds 35% of the world's dwarves.
