Persons with disabilities constitute an important sector of the country’s human wealth.

Hence, taking care of them educationally and rehabilitating them psychologically and professionally – in proportion to their special abilities – makes them a productive and positive energy that participates in production and community building, as well as achieving psychological, social and professional adaptation.

The economic return from the investment of people with disabilities is many times higher than what they cost.

From this standpoint, Egypt enacted Law 39 of 1975, which provides for unifying efforts in the field of special education and vocational rehabilitation, with the aim of caring for people with disabilities and providing them with appropriate education and rehabilitation, and working to support them to actively contribute to the production process and play their social role in preparation for their actual integration into social life.

The concern for people with disabilities stemmed from several important principles, the most important of which is the ethical and humanitarian principle, whereby these children and young people have the right to provide them with all kinds of necessary care, and to make them feel their natural right to a decent life, and their self-worth, regardless of their lack of abilities and their own potential.

For every facilitator for what he was created for, as well as the democratic principle and equal opportunities in education and comprehensive rehabilitation, and to activate this principle, the Charter of the Disabled Child was issued, which included the Declaration of the Rights of the Child on November 20, 1959, followed by the United Nations declaration designating 1981 as the International Year of the Disabled
