انتهج المشرع الجزائري سياسة جزائية معاصرة للحد من العقاب في التشريع الصرفي، من خلال تبنيه لتقنية المصالحة في مجال هذه الأخيرة حماية لاقتصاد الدولة من جهة، و استبعاد المتابعة القضائية من جهة أخرى و هذا بصدور الأمر رقم: 96-22 المتعلق بقمع مخالفة التشريع و التنظيم الخاصين بالصرف وحركة رؤوس الأموال من و إلى الخارج المعدل و المتمم بالأمر رقم: 10-03.

The Algerian legislator has pursued a contemporary penal policy to reduce the sentence in foreign exchange legislation, adopting the technique of reconciliation in the latter domain to protect the economy of the state on the one hand, and to the exclusion from judicial monitoring on the other hand, and it is the publication of ordinance: 96-22 relating to the repression of the infringement of the legislation and the regulation of exchange and capital movements from and to abroad modified And supplemented by ordinance :10-03

Le législateur algérien a poursuivi une politique pénale contemporaine pour réduire la peine dans la législation de change, en adoptant la technique de la réconciliation dans le domaine de ce dernier pour protéger l'économie de l'État d’un cote, et à l'exclusion du suivi judiciaire d'autre part, et c'est la publication de l'ordonnance: 96-22 relative à la répression de l’infraction à la législation et à la réglementation des changes et des mouvements de capitaux de et vers l’étranger modifié Et complété par l’ordonnance:10-03.
