The study deals with the concept of digital libraries and its impact on the efforts and trends for many practical projects and experiments to build, which went through a lot of developments and stages from the beginning first of it in the i980s and until to what they arrive is now on it, these experiments have taken different forms and types between being the experiences of public libraries or academic, national, or private research centers or at the provincial and cities levels.

The projects were divided according to the chronological development of the prevalence and realization of technological development in China into several stages: the stage of the first attempts and computer networks, presentation of the concept, research and technical exploration, implementation and application, and wide sharing, then reviewing aspects related to each of them.

The study found that there are problems involved in sharing information sources electronically in terms of information policy related to cooperation, collection development, copyright, and technologies related to the work mechanism for the use of digitization tools, information transmission standards and application interfaces despite some attempts to solve it, as well as the lack of systematic research and development on techniques of retrieval in libraries digital, Although many technical achievements have achieved to processing of multimedia, Distributed computing and others.

The study came out with a proposal Striving to find unified standards and formulas among the information institutions concerned to facilitate the exchange of information, whether at the local, regional or global level, as well as clarifying and unifying visions and trends to find a global practical mechanism to address legal and scientific problems related to copyright.
