according to the principle of the penalties being personal, there is a disagreement about the limits of public fund's (public treasury) responsibility to quasi-premeditated murder atonement, redundant atonement, injuries atonement, mulct and damages in addition to atonement.

Viewpoints in admission of public fund's responsibility during the failure of the government to carry out duties that have resulted in a crime and accidents, are also different.

therefore, reviewing the fundamentals of jurisprudence and determining issues of responsibility will be important.
