The researcher has chosen this topic to know the obstacles related to planning, organizing, coordinating, and monitoring and the ideas and thoughts that lead to overcoming these obstacles.

The analytical method was followed in this study.

Two collection tools were used in collecting the data of this study, a questionnaire (the primary tool) and books, Arabic and English references, articles, journals, forums, and previous studies (the secondary tool) which supported the research title.

Also, the plans, strategies, and reports of the Public Ministry of Health and Population in Yemen.

The events were listed and the collected data of each question of the study was analyzed and using SPSS and Arabic APSS programs.

This also was to test its theories.

The following administrative obstacles were concluded and classified according to the different element as follows:- Obstacles of planning element:- - Shortage in preparing work plans.

- Shortage in making employees participate in preparing plans.

Moreover, the plan is not declared to the employees.

- Weakness of the planning by the higher administration of emergency departments.

Obstacles of Organizing element:- - Regulations, laws, and work policies are traditional and inconvenient for the circumstances of the current work.

- The duplication of orders and directions during work in emergency departments.

- The number of employees in the governmental emergency departments is not enough.

Obstacles of Coordinating element:- - The lack of coordination between the departments of emergency in hospitals and the general emergency administration in the Ministry of Public Health and Population.

- The used tools in coordination and communication with hospitals and departments are not updated.

Obstacles of Monitoring element:- - Shortage from the higher administration in supervising and evaluating the effectiveness of performance in these departments frequently.

- Effective evaluation is not done according to preplanned samples for monitoring in emergency departments.

- The lack of monthly reports done by the employees of the emergency department.
