Abstract EN

This article addresses the challenges of democratic transition in Morocco by diagnosing the reality of political developments in Morocco since the independence in the constitutional and partisan spheres besides to the status of civil society and monarchy in the Moroccan political context.

The article concludes, after examining the experience of democratic rotation in late nineties, that the democratic transition process in Morocco was tough because of political and societal forces crisis and their environment.

Another reason is link to the way these forces were crystallized as they did not develop in a democratic environment that enables them to contribute to a pioneer modern project in serving the country and citizens the matter that was not achieved through the experience of rotation government.

The latter was unable to develop a qualitative alternative that is acceptable to the masses, because of the continued control of the old ruling system known for pragmatism, disunity and selfishness.
