The aim of this research is to develop the oral expression skills of the fifth grade pupils through a program based on the negotiation approach.

And the results after applying the test and the graded scale proved the following: The average grades of the experimental group students increased far from the average scores of the control group afterwards, which proved the effectiveness of using the program based on the negotiation approach, and the development of oral expression skills among the fifth primary students among the members of the experimental group.
