Suite à ce fléau, il est nécessaire d'élaborer des stratagèmes et des mécanismes visant à mettre en œuvre ce dernier, tels le programme de protection des témoins et des experts qui, à son tour se base sur la favorisation de leur contribution dans l'instauration de la justice en compensation à une offre de haute protection.

Et face au triomphe concrétisé par ce programme dans la lutte contre la criminalité, plusieurs législations mondiales et intérieures ont pris l'initiative de l'appliquer, notamment la législation Algérienne à travers l'ordonnance 15-02 modifiant et complétant l'ordonnance 66-155 portant code des procédures pénales et ceci par l'instauration des mesures de protection procédurale et extra procéduraleThe establishement of the principle of the fight against the impunity is considered as being one of the biggest challenges which faces the penal legislation.

Therefore, it is necessary to develop stratagems and mechanisms aiming to implement the witnesses and experts protection manual, which is based on the promotion of their input in the institution of the justice, as compensation to an offer of higher protection.
