Abstract EN

The research aims to identify the reality of (18) public libraries in the governorate of Baghdad since 2003 in terms of building, location, area, librarians and workers, collections, services, activities, challenges that facing them, also the research trying to identify the negative and positive practices in its technical procedures and information services, the availability of the internet and technological developments more over identified the obstacles faced by public libraries.

a strategy has been drawn up to develop and transform them into cultural and social centers that will represent various cultural activities in order to improve their reality.

the research providing a development strategy for public libraries in terms of the building, the group, workforce, furniture, and computer hardware.

the research finds that: 1.the majority of public libraries in Baghdad suffer from violations of their buildings by other government departments such as municipal councils, districts, and other governmental bodies.

weak information services in all Baghdad public libraries as a result of poor provision of modern and computers and audio-visual materials, as well as lack of the internet.

the research recommended the following: 1.

the necessity of issuing new legislations for public libraries by the authorities responsible, and the importance of preserving their buildings from the abuses they have suffered since 2003 till now.

providing internet services and communication networks, connecting these libraries with the outside world in order to keep pace with technological developments and providing information services to beneficiaries in general and to researchers and specialists in particular.
