The Capdel project seeks to achieve sustainable local development according to a participatory approach that would support the capacities of local actors and enable them, through its consultative and consensual mechanisms, to formulate the municipal charter for citizenship participation in the ten model municipalities.

This step is an essential stage within the process of completing the rest of the stages and objectives established in the Capdel program, its success is linked to its compliance with organizational rules that define responsibilities, powers and mechanisms in order to ensure the participation and consultation of all local parties, which we will deal with through a case study of the municipality of Ouled Ben Abdelkader in Chlef Province.
