Abstract EN

With the inadequacy of the rules of the Algerian Penal Code to deter neighborhood gangs, the Algerian legislator resorted to enacting Ordinance 20-03 related to the prevention and control of neighborhood gangs.

Aiming through it to develop a comprehensive and special legal framework to confront this new type of crime, which has known a great spread in Algeria in recent years, and has seriously threatened the security and public tranquility and the physical and psychological integrity of people and their property.

This is done by adopting a strategy that combines prevention and deterrence, with the participation of various official civil and security bodies, both national and local, in addition to civil society and neighborhood associations, as well as specialists in various fields.
