Abstract EN

We aim, through this study, to analyze the reality of Algeria's economic security during the first two decades of the twenty-first century, by highlighting the various development programmes planned and implemented by the public authorities, and for which substantial funds have been allocated.

However, despite the importance of the aforementioned programmes which are based mainly on public expenditure, Algeria has not been able to achieve real economic growth that guarantees its economic security.

Within this context, emphasis has been placed on the new institutional economics theory, in an attempt to understand the major constraints that precluded Algeria's economic take-off.

Lastly, some technical solutions were proposed with regard to the role that must be played by state bodies, whether they be executive, legislative or judicial, as well as trying to reconsider the economic system, without neglecting the central role played by the civil society in creating real dynamics for the Algerian economy.
