This research included moral leadership behavior as an independent variable in its sub-dimensions (integrity, civility, justice, communicative role, decision-making role), and functional performance as adependent variable its sub-dimensions (Employee capacity, job requirements, organizational environment), and administrative empowerment as an intermediate variable with its sub-dimensions (delegation of authority, participation, teamwork), The Ministry of Construction, and Public Municipalities in the city of Baghdad as the research community.

The number of these companies is 6 companies.

The problem of research lies in the lack of knowledge and know-how of the management of the organizations in question, in terms of the dimensions of ethical leadership behavior and administrative empowerment, and its close relationship with the subject of job performance on the other.

The research sought to achieve a set of objectives, the most important of which is to study the reality of the investigated organizations to identify the availability of moral leadership behavior in the organizations investigated, and to know the level of influence of the independent variable (moral leadership behavior) in the dependent variable.

(Managerial empowerment) in the dependent variable (performance), and to test the level of influence of the independent variable (moral leadership behavior) in the dependent variable (function) by the mean of the variable (administrative empowerment) in the investigated organizations.

The researcher used the questionnaire as a main tool for collecting data and information in the field of research, as well as personal interviews as well as research and studies related to the subject of the research, relying on the statistical package for social sciences (SPSS).

The research adopted a outline that reflects the nature of relationship and impact between The dimensions of moral leadership behavior, administrative empowerment and functional performance.

Three main hypotheses were adopted.

The first hypothesis is to measure the effect of ethical leadership behavior on performance.

To measure the impact of administrative empowerment dimensions and job performance, including three hypotheses emerged Head, the third main hypothesis to measure the impact of the leadership of ethical behavior and job performance through administrative empowerment.

The study concluded with a set of appropriate recommendations that could benefit researchers and related parties in this field.
