Oil is one of the economic resources that are of great importance as a commodity with a direct impact in shaping the scene of the Iraqi economy, especially that Iraq has the second reserves of oil in the world after Saudi Arabia and America and depends entirely on oil as a source of income from foreign currencies as it forms (95% ) of Revenues from oil exports contribute to the state budget and the main engine of economic development and management of all sectors of the state.

Accordingly, the general budget of Iraq has become linked to the prices and volume of crude oil production.

Any imbalance affecting this resource will have its effects on the budget.

Several factors have emerged in the changes in oil prices, including speculative factors and political and economic factors, and this reflected negatively on the performance of the Iraqi budget.

Therefore, a clear the important study of the reality of the general budget of Iraq and the effects of low oil prices on them.
