The purpose of this research is to introduce the concept of budget deficit and to describe its effects and efforts to processed, especially as it has become a problem with its negative consequences on the social, economic and political aspects of the state and society.

The frequent controversy and disagreement, especially in the recent period, about the deficit of the state budget and its increasing from year to another year which has become necessary to stop by studying and analysis on the development of this phenomenon and its various effects, especially as it is no rejected or indecent in any country, after it has been limited only to face the crisis Or to cover emergency expenses.

This phenomenon is no limited to a particular State or even a group of States but exists in most countries of the world, including developed countries, it has witnessed the past period especially after the recent global financial crisis, the economies of many European Union countries which faced difficulties such as Greece, Italy and others, Which are still suffering until this moment, so almost these countries to declare its bankruptcies without the help of the European Union and international institutions, not only that, but the United States itself is suffering from the inflation of the public debt, there is fear, due to the downgrade of its credit rating.

The result of aggravation in this deficit of the general budget, was mounting in the dispute between the US administration and Congress, until it was agreed to raise the ceiling of public debt
