This study came to find out the interaction of the foreign policy of the European Union with the Arab Spring Revolutions, in view of determining the extent of their ability to adapt to the challenges of the neighborhood, its emergency changes and the extent of their effectiveness.

we have adopted Descriptive Comparative Approach analytical approach, so that the study have led to the main conclusion: The interaction of the European Union foreign policy on the eve of the outbreak of the Arab revolutions came below the required limit, which was reflected by the confusion and the ence of consensus among European countries, with contradictions in the response between democratic slogans and the priority of security.
