the importance and the various powers of the municipality, it still suffers from several obstacles to perform an effective their role in the field of local development and from there the overall development of all the State.

The position of the municipalities in Tunisia and Algeria needs deep multiple aspectsofreforms specially the expansion of the terms of reference, financial resources, and the regulatory regime to its resolutions, and other aspects which might enhance the role of the municipalities in the area of local development.
