This study aims to know the legal approach adopted by the USA in combating the phenomenon of terrorism, especially after the attacks of September 11, 2001, and it became called international terrorism, which is the most dangerous criminal phenomenon that threatens the daily life of people anywhere in the world, and this phenomenon is no longer Of a local or regional character linked to a country or a particular civilization, and given the widespread spread of terrorist operations the USA legal mechanisms and the necessity to work to unify international efforts to find ways to suppress and address terrorist acts.
