Within the context of an evolving public finance landscape in Cameroon, democracy and the rule of law appear to be the main levers of public finance governance.
Cameroon is thus aligned with an international phenomenon aimed at universalizing the practices and standards prescribed by international organizations.
At the impulse of technical and financial partners, Cameroon since 2007, engaged a reform process of its public finance management system.
This work explores how the democratic openness and the consolidation of the rule of law interact to enhance good governance of public finances in Cameroon.
The analysis reveals on the one hand that the rule of law is a key instrument for the progressive democratization of the budgetary process.
On the other hand, it can be noted that the democratic openness is a factor in consolidating the rule of public finance law in Cameroon.
This double trend guides the public authorities on the factors that condition effective public finance management in Cameroon in the years to come.
Abstract FRE
Au regard des mutations que traversent les finances publiques au Cameroun, la démocratie et l'État de droit apparaissent comme les principaux leviers de la gouvernance financière publique.
Le Cameroun s'aligne ainsi sur un phénomène international visant à universaliser les pratiques et standards prescrits par les organisations internationales.
Sous l'impulsion des partenaires techniques et financiers, le Cameroun a alors entamé depuis 2007 une réforme de la gestion de ses finances publiques.
Cette réflexion ambitionne d'établir comment l'ouverture démocratique et la consolidation de l'État de droit interagissent pour favoriser une bonne gouvernance des finances publiques au Cameroun.
D'une part, il ressort à l'analyse que l'État de droit est l'instrument clé d'une démocratisation progressive du processus budgétaire.
D'autre part, l'on peut noter que l'ouverture démocratique de la société est un facteur de consolidation de l'État de droit financier au Cameroun.
Cette double tendance oriente les pouvoirs publics sur les facteurs qui conditionnent une véritable gestion performante des finances publiques au Cameroun dans les années à venir.
