Thus the majority succeeded while the minority will be excluded however the Participatory democracy opens the opportunities for all the various categories of individuals to participate and to contribute in elections and enable them to present their suggestions and their opinions and to express it in order to reach a mutual decision with their local authorities to ameliorate the living conditions and participate in strengthening the local development And among the mechanism of the partnership democracy that been adopted by many countries is Participatory Budget.it gives the chance to elaborate the individuals in the customization process of the social expenditures.
