The assessment of the independence of central banks in developing countries is considered a relatively matter, because the actual practices of the central bank do not conform to its applicable laws, This makes the transition process from legal independence to actual independence in these countries difficult, this study aims to use the institutional quality (IQ) methodology to measure the degree of independence of the Bank of Algeria, which relies on criteria in which the legal independence is closer to Actual or realistic independence, and to reach this goal, we used the descriptive and analytical approach by addressing the theoretical framework to the independence of central banks, analyzing the institutional quality index, then analyzing and measuring the degree of independence of the Bank of Algeria based on the texts and articles of the Monetary and Loan Law and the amendments that have been made to it, The study found that the degree of independence of the Bank of Algeria is relatively medium according to the institutional quality index, due to the weak political independence of the Bank of Algeria, and this corresponds to the actual independence.
