Require a modernization of municipal administration and improve its performance for public service put a mechanisms which are capable of activating the role of the municipal human resource as an initial condition, so the municipal system must ensure to his aides the professionalism, technical competence and management, for the good management of the facility and improve its performance.

To reach this goal it is necessary to put a municipal aid within the framework approach of the development of human resource, but to apply the approach of the human resources is facing a great difficulty at the level of the Algerian municipalities.
