States must abide by them in exercising this freedom, there are conditions for the ship to be built and equipped for the purpose of sailing and to use all means of safety in order to preserve the lives of its passengers, crew and commercial cargo, in order to carry out this activity, in addition to the availability of conditions for the ship's crew in terms of number, scientific competence and experience of the ship's captain so that the ship can safely arrive from the port of departure to the port of arrival.
