It is agreed that the global economy is going through a delicate transitional phase due to the various economic and financial variables that reflect the size of the monetary shocks it is exposed to، and the effect of that has resulted in changing the traditional view of monetary policy by using tools that are consistent with the requirements of the orientation towards a system of market economies to maintain monetary stability.

This was justified for each country to use a specific method of dealing in foreign currency according to the dictates of its economic situation and the size of the challenges it faces، in an attempt to control and control the exchange rate of its local currency to reduce the gap between it and the parallel price.

Under Iraqi law، the window for selling foreign currency is the only method currently used to sell foreign currency، as a result of the difficult conditions and crises that the Iraqi economy suffers from، due to its reliance on one resource to provide foreign currency، which is oil، and the consequent economic crisis due to the low prices due to the Corona pandemic and economic recession.

Which resulted from its impact، while we find that most countries، including the laws under comparison، follow the method of direct sales through the interaction of the forces of supply and demand in the process of selling the currency، which requires following certain methods according to specific controls and mechanism in buying and selling foreign currency، and in order to be familiar with all the data of our research، this requires We dealt with two demands، and we will allocate the first of it to selling foreign currency in accordance with the provisions of Iraqi law ،While we will deal with the second requirement to sell foreign currency according to the provisions of the comparative law.
