Technological developments in the world prompted the Algerian legislator to adopt new means in concluding administrative contracts, represented by the adoption of modern technology methods in concluding public deals between contracting interests and economic dealers, by stripping public deals of their physical nature, by introducing electronic means in their conclusion, by creating the portal Electronic public deals, the study aims to find out the developments carried out by the legislator in the process of concluding the public deal in an electronic way, so we will present an analytical reading of the legal texts regulating the content of the electronic portal and how to run it, and from the results reached that the actual mechanisms should be provided to use the electronic portal in transactions and not just The existence of laws, and the legislator must produce the organizational and executive texts related to the work of the portal and not be satisfied with the texts of the previous laws, and increase the speed of the flow of the Internet and work with the new generations of technology, if we want to actually go for electronic transactions in various fields, including electronic contracting in public deals in the administrative field.
