The European Neighborhood Policy was launched in 2004 - a sequencing of the Barcelona project that was launched in 1995 - to contribute to the support of the European Union and to promote stability, security and prosperity in the countries closest to its borders - the Maghreb region in particular - But radical changes have taken place in many countries around the EU, especially in the southern Mediterranean, which has known socio-economic and political protests that its regimes demand political change.

One conclusion is that the European policy of the new neighborhood has complemented the European leaders' initiative to secure their geographical proximity to any potential threats that could destabilize the security and stability of the European continent, especially recently, where the average has been marked by numerous movements due to illegal migration, terrorism and even organized crime in its various forms.

This calls for the intensification of the frameworks of cooperation and partnership between the two sides, in the light of the international competition between the various international forces in the Mediterranean organization.
