تعتبر البلدية الخلية الأساسية في الإدارة العمومية الجزائرية فهي تجسد لامركزية التسيير في الإدارة العمومية لأنها تتمتع بالشخصية المعنوية و الاستقلال المالي، كما أنها تلعب دور كبير في مجال التنمية المحلية، التي أصبحت أكبر عقبة تواجة الدولة.
لذا زاد اهتمام البلدية و المشرع الجزائري إلى دراسة سبل تنويع مصادر أو موارد تمويل ميزانية البلدية، و من بين هذه الموارد نجد نواتج الأملاك و الاستغلال التي تعتبر مورد جد هام إذا تم الاعتماد عليها بالطرق العلمية و العملية المناسبة.
و للاهتمام بهذا المورد لا بد من وضع تدابير و آليات لتثمين ممتلكات البلدية من أجل زيادة مصادر تمويل الميزانية و تغطية نفقاتها.
Abstract EN
The municipality is considered the main cell in the Algerian public administration.
It embodies the decentralization of management in the public administration because it enjoys the legal personality and financial independence.
It also plays a major role in the field of local development, which has become the biggest obstacle facing the state.
Therefore, the municipality and the Algerian legislator have increased the interest in studying ways to diversify the sources or resources of financing the municipal budget, and among these resources we find the outputs of property and exploitation, which are considered a very important resource if they are relied upon by appropriate scientific and practical methods.
In order to take care of this resource, it is necessary to put in place measures and mechanisms for valuing the municipality's properties in order to increase the sources of budget financing and cover its expenses.

La commune est considérée comme la cellule principale de l'administration publique algérienne.
Il incarne la décentralisation de la gestion dans l'administration publique car il jouit de la personnalité juridique et de l'indépendance financière.
Elle joue également un rôle majeur dans le domaine du développement local, qui est devenu le plus grand obstacle auquel est confronté l'État.
Par conséquent, la municipalité et le législateur algérien ont accru l'intérêt d'étudier les moyens de diversifier les sources ou les ressources de financement du budget municipal, et parmi ces ressources, on trouve les rendements de la propriété et de l'exploitation, qui sont considérés comme une ressource très importante s'ils sont s'appuyer sur des méthodes scientifiques et pratiques appropriées.
Afin de prendre soin de cette ressource, il est nécessaire de mettre en place des mesures et des mécanismes de valorisation des propriétés de la municipalité afin d'augmenter les sources de financement budgétaire et de couvrir ses dépenses
