After the 1991 events and their separation from the central government in Baghdad, the Kurdish parties waged a struggle between them for control of important sites in northern Iraq after the uprising that occurred after the Second Gulf War in 1990 and the defeat of the Iraqi government, which had become weak and unable to regain the areas of northern Iraq after the imposition of forces.

The US-led International Coalition of Safe Zones in Northern Iraq has encouraged the main Kurdish parties to seize important areas in northern Iraq, Erbil, Sulaymaniyah and Dohuk.
