Abstract EN

The research aims at Developing a national strategy for establishing international branch campuses IBCs in Egypt in the light of international experiences of China, UAE, and Malaysia.

The problem of the research has been identified in the main question: what is the national strategy that could be developed based on lessons learned from international experiences and that can take into consideration financial and administrative risks? Research followed comparative methodology to identify the most prominent international experiences for establishing international branch campuses in selected countries using Bray & Thomas cube, in addition to Popper's Piecemeal Social Engineering approach to develop higher education sector in Egypt.

Interviews have been conducted to explore higher education experts' views regarding the prominent national policies for establishing IBCs in Egypt.

A national strategy has been developed to establish IBCs in Egypt including 7 main parameters: a) Proposed types of IBCs, b) Relating IBCs to local development needs c) Access and equity for students, d) IBCs as international centres of excellence, e) Required schemata for implanting IBCs in the Egyptian Community f) Policies for connecting IBCs with local higher education institutions and research centres and, g) Comparable learning outcomes through licencing exams for international job market compatibility.
