In accordance with the provisions of the Kuwaiti Communicable Diseases Prevention Act, the competent authorities have taken a series of exceptional preventive measures necessary to combat the Covid-19 virus, a variety of procedures, which are administrative in accordance with the principle of legality that can be challenged before the administrative judge by cancelling them in relation to persons and other private and public bodies and institutions.

The study concluded that the curfew is an exceptional preventive measure imposed by the circumstances of the spread of the epidemic, and that the decisions issued by the competent authorities to ban roaming in part or entirely Are temporary fixedterm decisions.

WHO health regulations are not a restriction on Kuwait's right to apply any of the preventive measures it deems appropriate, and the study recommended that the application of exceptional preventive measure should be taken into account and the vulnerability or severity of the epidemic, and respect for individual personal rights and constitutionally guaranteed fundamental freedoms during the quarantine of contacts and suspects and the health isolation of the injured, while the health authorities of Kuwait should not abuse the prevention of those not immunized by two doses of travel.
