The lack of organized and appropriate environment that enhances the person who was convicted to feel responsible towards society; the overcrowded penal institutions, with the development of criminal methods became a school to learn to deviation and to master different methods aimed at evading responsibility.

This is due to the ence of an atmosphere of freedom in prisons, this why the sentence for public benefit appeared, as one of the options of the contemporary penal policy to keep the essence of the punishment and preserve the convict from sinking into the world of crime.
