Through this study, we aim to highlight the importance of the human resource and its pioneering role in university libraries.

Focusing on how to operate it using modern scientific methods, so that it can meet the challenges and stakes imposed on it by the digital technological reality and its detachments that are affecting it as a librarian and on his office career.

It is considered an asset in the library and a competitive value that would raise the level of university libraries.

By dealing with this issue, we came to the development of human resources qualifications in university libraries and clarification of their role in achieving the goals of these libraries clarifying the functions of managing human resources, , and clarifying the tasks of each of the office wires operating in them as indicated in the Algerian legislation
