So it turned out that it came as a result of fleeting circumstances, because it was with the leaders in the Far Maghreb with the aim of confronting French colonialism, and a reaction to the incident of Sakiet Youssef for Tunisians, and to confront the Arab current that led to the establishment of the Arab Republic between Egypt and Syria.

The change of circumstances and the emergence of de Gaulle's policy made the project disappear with the demise of its circumstances, and it was the emotional attitudes that led the Maghreb elites to hold the Tangiers Conference.
