As it has become an essential element of democratic systems, its performance today reflected positively or negatively on the nature of the political system and its effectiveness, as well as on the level of democratic development and political modernization, as well as on its participation in drawing and making the states general policy and franing it in all political fields social, economic and cultural spheres, this directly affects the process of political modernization and democratic development in the State.
