The events that took place in Iraq at the beginning of the nineties of the twentieth century represented the beginning of a new phase in Iraqi Kurdistan.

The Iraqi invasion of Kuwait on August 2, 1990 triggered internal events that resulted from that invasion of Iraq, the most important of which was the outbreak of a popular uprising in 1991 against the Iraqi government in many provinces, including Erbil, Sulaymaniyah and Dohuk.

These events were a new incentive for the Kurds to obtain a special kind of government in Iraqi Kurdistan, as Kurdistan is witnessing a state of instability due to the outbreak of the popular uprising in 1999, and the subsequent governmental response that ended with the migration of two million Kurds to Turkish and Iranian lands under difficult environmental and economic conditions.

Iraqi Kurdistan was under the influence of regional states and international interests.

In light of these developments, the Kurds were able to achieve important gains for Kurdistan in accordance with constitutional provisions and in a legal form, which the Kurds started by holding elections, establishing a parliament (the Kurdistan National Council) and forming a local government within Iraqi Kurdistan, completely independent of the Iraqi government.
