It means the ruling of the ruler by showing the debtor's condition, i.

declaring him bankrupt, and then ruling him to take off his money to his debtors after he became incapable.

About spending what he needed, and because of the importance of this topic and its related effects in the life of society and the accompanying historical events, our early scholars, including Ibn al-Mundhir al-Nisaburi (d.

318 AH) wrote about it in order to clarify its features and limits.

Hence the importance of our study of the title of research in his book Al-Iqna' to clarify these issues.
