After obtaining independence, many African countries were exposed to the phenomenon of civil wars resulting from the deteriorating economic, political and social conditions.

among the most prominent of these countries is Rwanda, which witnessed a civil war from 1990 to 1993 and which was known through massive violations of human rights and the commission of a crime genocide, which led to the intervention of the united nations represented by the international security council in order to maintain peace and hold perpetrators accountable in Rwanda by establishing the international criminal court for Rwanda, and this is one of the most prominent manifestations of humanitarian intervention through the security council.
