Abstract EN

The relations between the Soviet Union and Arab Gulf states were generally weak, and remained so until a series of changes occurred in the mid- eighties of the twentieth century (mid of 1980s) which affected their progress.

On the part of Soviet Union, the President Mikhail Gorbachev rose to power and announced the start of a new policy known as "Perestroika".

In return, the Arab gulf states under British protection were able to obtain their independence.

This meant their ability to formulate their own foreign policy.

The changes that happened to both sides has led to a convergence phase, which ended with an official relationship.

The Sultanate of Oman and the United Arab Emirates decided to initiate diplomatic relations with the Soviet Union in 1406 H/ 1985 AD, followed by Qatar in 1408 H/ 1988 AD.

Finally, in 1411 H/ 1990 AD, both the Kingdome of Saudi Arabia and Bahrain entered into official relations with the Soviet Union.
