The local development is seen as one of the important issues that attracted much attention of the Algerian state, particularly at the turn of the new millineum, owing to its relevance to the development of the local communities and the philosophy of bringing the administration closer to citizens, in addition to the fact that it contributes in global and sustainable national development directly, that is why this research paper aims to shed light on the local development challenge in Algeria, through broaching the peculiarities of the local communities in Algeria, their shortcomings, their reality on the ground and the challenges that should be dealt with by adopting several genuine reforms and new perspectives for enhancing a creative development action.
