The Both Algeria and Morocco have adopted the system of local groups as a basis for decentralization, and have assigned the task of running them to the elected local councils in their desire to embody participatory democracy and enable citizens to run their affairs.

In order to develop the performance of local groups and activate their role, both the Algerian and Moroccan legislations drafted a legal system that combined the consecration of administrative independence for these groups on the one hand, and their subjection to a supervisory framework to ensure their discipline and create good governance within them on the other hand.
