The prior administrative authorization is an explicit acknowledgment of the administrative authority granting it of the dangerousness of classified establishments on the environment, public health and the tranquility of the neighborhood; that's why the legislator has set up a stronger legal system to assess their environmental impact whether during the beginning of their setting up or exploitations, Henceforth, the legislator has set a set of prior procedures to be made before granting such final authorization, on the top of which the environmental impact study as well as risk study and public inquiry.

One has to notice equally that having recourse by the legislator to ecological taxation is synonymous for deficiency of this authorization system since this latter is intended primarily to detection of ecological problems then striving to acceptably managing them through other systems suitable with each problem nature such as civil liability, insurance, or through general environmental principles (prevention, precaution).
