Abstract EN

This research deals with the issue of refraining from reporting crimes affecting the security of the state in the UAE legislation.

The Emirati legislator has criminalized the abstention from reporting crimes related to the security of the state and made reporting obligatory in all crimes in Article (37) of the UAE Criminal Procedure Law No.

(35) of 1992 (1) and Article (201 bis 15) (2) of the UAE Penal Code No.

of 1987, as amended by Decree Law No.

(7) of 2016 (3) AD, and punished those who refuse to report in Article (274) of the UAE Penal Code (3).

The research was mainly concerned with refraining from crimes affecting the security of the state, which was stipulated in the text by the Emirati legislator.

This issue necessitated clarifying the elements of the crime of refraining from reporting crimes against state security and the legally established penalties and excuses affecting them.

The research ended with a conclusion that included the most important findings and recommendations.
