Investment is the main factor in the economic development process ,Therefore, all countries work to stimulate and revitalize it, Perhaps the most important investment incentives are the legislative and legal frameworks, As the presence of an appropriate legislative and legal environment is of great importance for the expansion of investment, As appropriate laws and legislation stimulate more investment, but if the legal legislation related to investment is complex and suffers from ambiguity, this will lead to a reluctance to invest and this is one of its inhibitors and disincentives،There is no doubt that the investment environment in Iraq is an environment that repels investment, and the defect may be in several aspects, including the legislative and legal aspects.

It is very important to assess the legislative and legal environment for investment in Iraq through international indicators to assess the investment climate and its sub-indicators that deal with legal and legislative frameworks, the most important of which is the ease of business environment index issued by the World Bank and governance indicators.
