The difficulty of monitoring the external borders of the Schengen countries, adopting a unified policy in the field of migration, and creating agencies specialized in that control ,"Frontex", And their contract with the southern Mediterranean countries, within the framework of cooperative management of migration, In order to combat irregular migration, control the security of the Mediterranean, and reduce security threats to the region as a result of the accelerated geopolitical transformations, transforming Morocco from a transit country to a country of reception and stability.

This study aims to shed light on the approach taken by Morocco in its dealings with migration -especially sub-Saharan migrants- through a national strategy for migration and asylum, calling for the development of advanced policies in this regard, which guarantee rights and allow for coexistence and integration in Moroccan society, in line with the philosophy of human rights and multilateral cooperation, as well as legislative mechanisms and an institutional framework that support the human approach.
