أدى انتشار فيروس كورونا المستجد إلى زعزعة الاستقرار العالمي، حيث خلف منذ ظهوره لأول مرة بمدينة ووهان الصينية في أواخر سنة 2019 و إلى غاية الإعلان عن كونه يشكل جائحة عالمية، أزمة ذات أبعاد عالمية متفاوتة، حيث أن مخلفاته لم تنعكس فقط على العنصر البشري بل تجاوزته لتأثر على العديد من المجالات منها ما هو اقتصادي، سياسي و قانوني.

و تجدر الإشارة إلى أن اتساع نطاق انتشار هذا الفيروس كان سببا رئيسيا في تبيين هشاشة السياسات الخارجية، حيث كانت أولى نتائج انتشار الفيروس هو اتخاذ الموقف الدفاعي من قبل كل دول العالم من خلال نهج سياسة العزل و إغلاق الحدود بسبب الخوف و الخشية من تفاقم الأوضاع و فقدان السيطرة على استقرار الوضع.

و قد لجأت المملكة المغربية بدورها منذ ظهور أول حالة للفيروس على التراب الوطني لاتخاذ العديد من التدابير القانونية ذات البعد الاستباقي و الهادفة للوقاية من الوباء و كذا الحد من مختلف الأضرار المحتملة التي قد تترتب عن انتشاره.

Abstract EN

The spread of the new coronavirus has destabilized the world since it first appeared in China in the late 2019 until it was declared as a global pandemic ; Moreover the wide spread of COVID-19 has initiated a crisis with global dimensions, as its remnants have not only reflected on the human element, but have also had extended it to affect many areas, including the economical, political and legal ones.

Consequently, the Kingdom of Morocco has resorted with the first confirmed case to take many legal measures aimed to prevent the epidemic and to reduce the various potential damages that may result from its rapid spread.
