Abstract EN

The present study shoms and proves the significant role Medhet Basha pLayed to develop and improve the conditions of Iraq due to his unlimited authorities which encompasses all aspects of life then.

After being appointedas theruler of Baghdad in 1869، he accomplished sig nificant achievements in various fields such as agriculture، industry، education, urban construction، real estate ownership law, and mandatory soldring which contributed to the settlement of the tribes and maintained security.

He hand aiso left an imprint in developing the administrative Iraqi system by diving it to states and to sub-states and municipalities to facilitate security Keeping and imposing law.
