Abstract EN

This study aims to determine how to regulate the effectiveness of international and national protection in order to protect the rights of minorities under general international law.

As well as to explain the approach of the Jordanian and Iraqi legislators in providing protection for minorities.

The research found that international law lacks a clear and unanimous definition for the term "minority" despite the efforts made by legal and human rights experts in the United Nations.

The term is applied to a group of persons in a non-dominant numerical or political position in a country, with common characteristics, whether linguistic, racial, social or cultural, etc.

In spite of this deficit, which does not motivate States to recognize their minorities, past decades have witnessed considerable activity from the United Nations in this area, through the adoption of many international contracts and mechanisms that are closely related to the rights of minorities.

This activity has resulted in the emergence of an international system that determines the protection of minority rights.
